The wood-block new year picture in the Sino-Japanese War is a specialartistic art form. During that time, by the guidance of art policy of war, artists changed the practical folk art into a kind of educational, public-mobilizing art, and anti-aggressors political propaganda tool. They created a production mode by useing the folk art served for political propaganda, and the impact of that mode lasted until the end of the war and the reform. This paper mainly explores the formation of the pictures through studying the background and overview of the development, and summarizes the historical significance and the cultural connotation by reserched the artistic characteristic of the picture.
