Students in non-state-run colleges and state-run colleges take the national entrance examination together, but the former have the lower entry level, namely, to some extent most of them do not lay a solid foundation during senior high schools, and have weaker learning ability. The financial sources of non-state-run colleges are from students' fees, instead of Education Ministry. Meanwhile, they are less confident. All things considered, we have to pay more attention to them.As it is known, English is one of the compulsory basic courses for the students in non-state-run colleges. In terms of English teaching, non-state-run colleges have plenty in common with state-run colleges. However, the former also has its own characteristics, which is going to be further explained from the vocational and the practical perspectives. In order to meet the needs of students' life-long study after their graduation, it is recommended that the traditional method or the Grammatical Translation Method (GTM) can be combined with the Communicative Approach (CA) in foreign language teaching based upon students' characteristics at the non-state-run college, the current situation of foreign language teaching as well as the close relationship between and possibility of blending the GTM and the CA.This paper analyzes the theories of the traditional method and the CA, pointing out the possibility of blending these two methods and the respective roles of teachers and learners in learned-directed activities. We are trying to explore a new, effective and practical method for English teaching at the non-state-run college at one of the local university in Zhejiang Province.
