In China, mental health education for students of high schools and universities has a late start and went through a process from awareness, recognition of its importance to practice. Since the 1990s, many Mental Health Education Documents in our country were promulgated. Although the young people and university students' various psychological problems attracted the national leader's attention, in practical work, because of the diversity of students and complexity of the request for service diversification, the single mode of taking advantage of the campus-based education and mental health counseling can not meet the need of students. In practical work, researchers and educators have actively appeal to strengthen the link between community and family education. And a good environment for "Teaching" and "Learning" will be set up to inspire students' self-efficacy and solve the problems in the development of students, and help them adapt to society better, and develop the potential of students, and train the students to improve their psychological quality. This paper concentrates on the three issues: Firstly, construction of a theory for mental health evaluation indicators in high schools and universities; Secondly, a practical test for the theory, to further improve the assessment indicators; Thirdly, application of the consummated indicators to evaluate the mental health work in Luzhou Medical College, and give recommendations according to the assessment results.
