Going With the time,there were lots of problems in the system of Tu si became the balk of development of the country,so it needed to abolish the system of Tu si.E Ertai is one of the persons who are trustde by the emperor of Yong Zheng,from the forth year till the ninth year of Yong Zheng ,E Ertai began the case of Gai tu gui liu in the southwest of the country .In this period ,the government abolished the criminal local officials whose families were placed in the backland or the local land and were dominated by the current government officials and actualized a plenty of measures to cement the measures.This article has three sections.The first one introduces the conditions and the cause of"Gait u gui liu"and the origin of the Tu si .The second one introduces the policy and the measures.The third one discusses the turbulence of the area of Miao.
