Outer Mongolia, once possessed by China, was separated as a result of the intervening of Russia and USSR. When the "September 18th" Incident of 1931 happened, Outer Mongolia issue already had been an unsettled case between China and USSR.In order to protect her own security interest, USSR insisted on separating Outer Mongolia from China and making it be her satellite state and buffer zone without considering Chinese sovereignty and territorial integrity during the anti-fascist war period. After the September 18th Incident, Japan became the enemy of both USSR and China and that lead to the positive development in the relations between the two countries. After the July 7th Incident of 1937, though USSR gave China more support and help, her policy toward Outer Mongolia still hadn't changed. Moreover, with the changing of international situation, USSR made further efforts to expand her power and influence in Outer Mongolia. During the anti-fascist war period, Outer Mongolia not only obtained a number of military, economical supports but also got a kind of security guarantee from USSR. In addition, USSA helped Outer Mongolia with socialist reformation, which urged Outer Mongolia to adopt the mood of USSR and made peoples of Outer Mongolia accept USSR from heart, The special relations between USSR and Outer Mongolia became more close than before. At the end of the Second World War, the favorable international situation gave USSR a good chance to separate Outer Mongolia from China and changed it into her satellite state and buffer zone. In a sense, anti-fascist war created so lots of advantaged conditions that Outer Mongolia achieved her independence, therefore it was s catalyst of the Outer Mongolia's independence.Chinese government made great efforts to solve the Outer Mongolian issue. However, the fact that Outer Mongolia was separated from China proved that all negotiations were useless.
