Currently, English is becoming an indispensable tool for international communication. Communicating with each other effectively in English is a basic requirement modern people should meet, which results in English teaching research as a topic people concern much. College English teaching plays an important role in cultivating college students' overall English ability and consequently how to improve the teaching quality of College English and bring it into play is a crucial problem we are faced with now. The key issue in this paper is how to construct the teaching quality assurance system of College English, an effective operating mechanism and the corresponding maintenance strategy.From theory and practice, the paper analyzes the characteristics of College English teaching and the relevant factors working on the teaching quality, exploring its main quality problem. And then it points out the problems in evaluation system, supervising force, operating mechanism and managing system according to the analysis of the status quo in the teaching quality assurance system. In order to improve the teaching quality of College English and perfect its assurance system, the paper tries to construct the inner and outer assurance system. The inner assurance system includes the following four aspects such as the teaching management organization system, the teaching condition guarantee system, the teaching process supervision system and the teaching quality evaluation system. The outer one, however, is built based on the distinctive role played by the government, the university and the society. Finally, the corresponding operating mechanism and maintenance strategy are put forward.Aiming at the teaching quality of College English, the paper explores how to construct the teaching quality assurance system of College English and the corresponding operating mechanism and maintenance strategy by the use of such research approaches as literature method, investigation method, system method and synthesis method. The study can be applied to enrich the quality management theory of College English curriculum and improve the teaching quality of College English.
