In the process of innovating education, the government of Late Qing Dynasty established the Department of Inducement which was regarded as the county-level education administrations of China. The Department of Inducement was initiated by YanXiu in 1905 in Zhili province and pushed to the entire country. Its emergence indicated the establishment of the county-level educational administration in China. It lasted 18 years, in the period between Later Qing Dynasty, Nanjing provisional government and the Bei-yang government, until it was substituted by the Bureau of Education. During the times, it transformed time after time, and boosted the development of Chinese modern education.Fundraising was one of the important contents to the Department of Inducement. Facing the extremely poverty of education finance, it implemented the principle of raises funds locally and raise the wind in many channels, such as mobilizing the society to donate, renewing the old things, increasing the educational tax, levying the tuition and so on. The primary mission of the Department of Inducement is to promote the modern primary education which included the primary education and social education in a county scope. As the basic educational administration, the Department of Inducement urged to establish new style primary school, impelled social education, intensified school management through implementing of the ordinances and orders of the Education Department in Late Qing Dynasty. Its establishment promoted the development of the modern primary education, and made the positive endeavor to the reform of modern education in China.As the organization of the folk private school, firstly,the Department of Inducement relapsed into plight, but changed into meliorating the education of private school later, facing the coexist of the dual education pattern: the new style school and the old-style private school. Through investigating, advising, training, adding the new curriculum, adopting new teaching method and management way, the Department of Inducement urged the modern reform of the private school positively.The Department of Inducement was one part of the local educational administration. The Educational Academy was its accessorial consultation institution. The two contacted involutedly. The Department of Inducement assisted the establishment of the Educational Academy, but the former bared the establishment of the later sometimes. One side, the Educational Academy was supported by the Department of Inducement, the other side, trenched on the administrative authority of later. In a word, the Department of Inducement and the Educational Academy was a combo which contains cooperation and struggle at the same time.
