Researches On The Role Of Jiujiang Government In Mount Lu In The Development Of Cultural Industry

Culture industry is known as the “sunrise industry”. In addition to the function of promoting economic growth, it also has the ideological function, educational function,aesthetic function and cultural transmission function. Cultural industry plays a very important role in promoting national comprehensive power, building up economic strength and showing the cultural soft power of a country. In recent years, more and more attention has been paid to cultural industry by governments at all levels. The 18 th CPC National Congress reaffirmed unwaveringly the road to a powerful nation and issued a clarion call for the development and prosperity of socialist culture. From“constructing a socialist cultural power” proposed in the Sixth Plenary Session of the Seventeenth Central Committee to “promoting the construction of a socialist cultural power”, the position of cultural construction has been further elevated in the “economic,political, cultural, social, and ecological progress” overall approach of socialism with Chinese characteristics. Therefore, under the background of constructing a harmonious society, how to further guide the healthy development of cultural industry, promote the transformation and upgrade of cultural industry and enhance the overall strength and competitiveness of our cultural industry has become an important subject of governments at all levels. After the development of cultural industry is clearly understood, some problems become more conspicuous in its development, among which the foremost one is how to position the government in the development of cultural industry. However, due to such factors as the hysteretic nature and blindness of the resource allocation in the cultural market, imbalanced regional development of cultural industry, trade barriers and ideology, government should intervene in it. But the economic nature of cultural industry determines that it needs to be an independent market entity in its development. Therefore, how to adjust the cultural management function of government based on the actual development of cultural industry is of great practical and theoretical significance to promote the healthy development of cultural industry and improve cultural soft power in China.This article is divided into the following five parts:The first part is the introduction. It analyzes the research background and significance of Mount Lu cultural industry and summarizes the research status of domestic and overseas scholars. The second part explains relevant concepts on the Mount Lu cultural industry and the role of government, including concept definition ofthe cultural industry, history and cultural origin of Mount Lu, brief introduction to the cultural industry of Mount Lu, overview of the role of government of Jiujiang municipal government, theoretical foundation of this paper and the policy support in the cultural industry. The third part illustrates the implementation and feedback result of the role of Jiujiang municipal government in the cultural industry development of Mount Lu,summarizes the basic condition of cultural industry development in Mount Lu, the achievements, and weaknesses of Jiujiang municipal government in the development of Mount Lu cultural industry to provide objective materials for analyzing and solving problems for the next step. The fourth part analyzes the problems in the role of the Jiujiang municipal government in Mount Lu cultural industry development. The analysis points out that the position of the government in cultural industry administration is not clear, the cultural administration system is not diversified, the talent mechanism is lagging behind and the investment and financing channels are not diversified, proposing inspiring ideas. The fifth part puts forward countermeasures to improve the role of Jiujiang municipal government and speed up the development of Mount Lu cultural industry, including changing the outdated idea and accelerating the development of industry clusters; improving Mount Lu cultural industry policies and stepping up financial support effort; implementing Mount Lu industry talent project and strengthening the backup incubation support; and integrating resources and developing emerging industries.
