With China' s entry into World Trade Organization (WTO) and the rapid advance of modernization, especially with the great development of the tendency of the worldwide economic unity, international communication in economy, science, technology and culture becomes more and more frequent. It will be important strength to China for those who participate in international competitions on behalf of China to have the complex ability to master both modern technology and foreign language. These persons are eagerly required by many employers in the society.Western countries began researching bilingual education in earlier time, and got many achievements. Our country began researching bilingual education only in recent years. We can take reference of western countries' researching results. But the essence of bilingual education in our country' s higher schools is totally different to the bilingual education in western countries. Many western countries' bilingual education steins from social and political requests, such as race assimilation, cultural approval, social stability etc; Bilingual education in our country' s higher schools belongs to foreign language-teaching model, and the aim is grasping the foreign language. The aims of bilingual education in western countries and our country is different, and the language environment is also different. So the higher schools' bilingual education in our country has to bases in local cultural characters, social requests, and our country' s bilingual education practice research. And our country can' t just copy western countries' bilingual education theories and models,Education Department of our country puts emphasis on bilingual education in universities, and took bilingual education as one of the points in teaching evaluation in universities. Higher schools have proposed the program of bilingual education, so researching bilingual education became an urgent task. Universities must research bilingual education theories and models and have series of appraisal program and new appraisal idea when carrying out bilingual education in order that bilingual education runs smoothly. This article researches Chinese-English bilingual education and it' s appraisal in five parts.Part One is the general remarks of the article. It mainly points out the research background, research status, research significance and research methods. And it also points out that bilingual education is carried out in our countries and is being considered more and more. But the present research is not so thorough and deep, and higher schools still lack of perfect and effective appraisal system, and researching bilingual education became an urgent task.Part Two discusses the basic theory problems in bilingual education. It includes the definition of bilingual teaching and bilingual education, basic theories of bilingual education, models of bilingual education, the teaching aims of bilingual education in our country' s higher schools.Part Three is the elementary research in bilingual education appraisal. It includes the elementary research in appraisal theories, bilingual education appraisal theories, the elementary research on establishing the bilingual education appraisal system in higher schools.Part Four discusses the bilingual education in Shantou University.Part Five gives the summary.
