Analysis On Factors Influencing Public Participation In Politics On The Basis Of Confucian Culture

Public participation in politics, recently being a topic discussed by many scholars, which is called the stern democracy or active democracy and is regarded as a beneficial complementary form of traditional representative democracy, is playing an increasingly important role in regulating strategy and executing it. The formation of public participation in politics should be based on the native culture feature. Confucianism, as the mainstream of the classic schools in Chinese history, has a long-lasting and potential influence on modern Chinese culture. E.g. during the"5.4 movement"period, there was a fierce argument on East culture, especially on the Confucian Culture by many scholars. Therefore, adopting or not had been affected the course of democracy in China. During the"Culture Revolution", Confucianism and Taoism were fully abandoned, which had a negative impact on the process of democracy. Till today, Cultural influence becomes more and more obvious. Combining the native traditional culture with the theory of public participation in politics, will bring not only the merger and interaction of culture and administration, but also the clash and crash of culture and politics. On the basis of these, the writer, in a modest way, mainly analyzes this profound problem, in order to offer a special perspective on this matter.Confucianism-affected public participation in politics is a breakthrough in china. With the adaptation and realization of public participation theory, this theory will be adapt to the situation in china, to the Chinese thinking and behavior pattern, to be accepted and even to make substantial progress. Culture is of independence, and customs are of permanence, and morality is of steadiness, all of which will make the Confucianism fully and deeply affect public participation in politics. Therefore, research into the theory and practice of public participation in politics should be based on Confucianism, and should study the theory as well as the practice of the approach in which Confucianism affects the theory, in order to accurately seize the opportunity to develop public participation in politics. The content of Confucianism plays an important role in affecting the atmosphere cultivation of public participation in politics. For example, class conception leads to the poor social basis of public participation in public social life field, the backward of the society, lack of social organization, attach importance on the vertical relation, pay little attention to the horizontal relation. The backward of the society deeply influences the enlightenment and spread of democracy. The lack of social basis leads to the lack of democracy tradition, culture background and also the lack of social organization experience. E.g. rule of man, which relies on the personal subjective factors like preference and personal emotion, is unstable, changeable and unfair.Contrary to the above opinion, rule of law can protect the benefit and security of the relevant person. That rule of people exists or not matters little, just because it's variable. Public participation can be normalized, regulated, protected and put into effect only under the control of rule of law. Only in this way can we fully enhance public participation. In addition, Confucianism will create great drive to one's spirit . Consequently, we should adopt the advantage and abandon the disadvantage of Confucianism, to create a fine atmosphere of public participation in politics.The highlight of this paper is that the author analyzes the approach to affect public participation and content of Confucianism. The main analysis method is in comparison. Horizontally and vertically the author analyzes the influence of Confucianism on public participation, and comes to the research result. In definite analysis, the paper combines the three rights with the rule of man and law, which is the other research result.The paper is divided into three parts. The first part is the preface, introducing the reason, meaning and method to choose this topic. The second part is mainly about the relation between public participation and cultural atmosphere cultivation. At first, the author discusses the two different definitions. Then the author talks about this relation in three aspects. The third part discusses the advantage and disadvantage of public participation, as well as the cultural atmosphere cultivation in three aspects like education, atmosphere cultivation and regulation.
