Culture industry has been recognized as a sunrise industry by international academy, it has left the edge of society and entered into the center of economic system in many countries. Our Chinese culture industry starts a little later, but it achieved huge developments in such a short time. Chongqing is one of the most important bases of cultural industry in China, with a very distinct characteristic in cultural development, it plays a great impact role in the development of Chinese culture industry development. To set up a development strategy which is in accordance with local situations will be the basis and accessible solution to the implementation of our cultural development strategy. It requires us to clearly recognize the trend of developing culture industry, in order to evaluate the situation and make out development strategy with a practical attitude.This thesis paper presents a comprehensive analysis on the development of culture industry, using relevant theories and practices of both domestic and foreign to analyze the present development situation of culture industry in Chongqing, the advantage it has and the problems or barriers it may face. Through analyzing its external environment and applying the method of strategical analysis to conclude the opportunities and challenges it is confronting. Through analyzing the internal conditions to discover the disadvantages and exploring advantages. Compared with advanced experiences and learn from others by thinking of the special situation of itself, to recommend a constructive ideology with aimed strategy. To give advices for leading the development of culture industry in Chongqing to a healthy and rapid trend.This paper consists of 3 parts: the first part is the introduction, simply introduces the development background of culture industry, clarifies the researching purpose of the thesis, and frames the researching principles, researching content, technical routes, expected goals, etc. The second part is the main text of this paper, in this part, firstly, some relevant theories are clarified from all aspects, theoretical research and developing process are stated out, and different theoretical schools and their specialties in strategical management are also presented. This part is the basic theory of the whole paper. Then, the external environment and internal conditions that Chongqing faces are analyzed in details, the external opportunities/threats and internal advantages/disadvantages that Chongqing is facing are also decoded. At last, some representative developing modes of both domestic and foreign culture industry are listed and analyzed, a strategical option and a practical tactics are suggested according to Chongqing's features. The third part is the conclusion, to conclude the works that are done for this thesis and present a direction for future research.Based on SWOT analytical frame, after a strategical matching was made, 4 aspects of strategical option and 7 practical strategies which could be carried out are presented in the paper. The strategical option includes: government leading and standardization, multi-participation and marketable, prompting advantages and the brand, talented cultivation and technical solution. The practical strategies includes: prompting construction on relevant laws of culture, strengthening the core competence of culture industry, establishing well-known cultural brands and industrial groups in Chongqing, structuring the team of talented people with highly qualifications, increasing scientific technologies in enterprises, enhancing the collaboration among industries, develop both local and overseas market.
