Famine is an important factor that constrains social development. During the Anti-Japanese War, Chinese famine was a very serious problem. The famine was caused by both natural and human factors. Although KMT ruled zones and the enemy-occupied areas took some measures to relieve the famine, there was little effect. The Chinese Communist Party is a new type of proletarian political party and represents the broadest masses of the people's fundamental interests. In the creation of the revolutionary base areas and the local governance process, the Chinese Communist Party adhered to the "people-oriented" concept, changed the relations of production constantly, and established new social system and economic system for the rational allocation of social wealth, which fundamentally solved a variety of social problems, including the famine, in the revolutionary base areas.The Chinese Communist Taihang revolutionary area was of great strategic importance in North China Anti-Japanese war. It directly threatened the rule of the Japanese army in North China. Confronted with continuous drought and Locust infestation, the Border Region Government implemented a wide range of social mobilization, carried out the revolutionary spirit of humanitarianism, and organized mutual aid and relief among the masses under the leadership of the Chinese Communist Party. Based on the inheritance and development of the traditional means of basic relief, they put forward bold explorations, created new and positive ways of disaster relief, helped and led the military forces and civilians to carry out self-relief production. Through the famine relief the Chinese Communist Party obtained a wide range of social recognition, and their political legitimacy was growing. The Chinese Communist Party's process of famine relief was also a process of educating the masses and enlightening the masses with revolutionary thought where the famine relief was closely integrated with the revolutionary propaganda, and the class consciousness of the broad masses finally changed into real revolutionary actions and as a result the revolutionary forces grew stronger and stronger. The famine relief led by the Chinese Communist Party in the Taihang revolutionary base area not only helped the people overcome the difficult life and laid a solid foundation, but also accumulated valuable relief experience for a new China.
