Study On The Cadre Education Of The Taihang Base During The Period Of Anti-Japanese War

In 2016,the Party Central Committee decided to carry out the “learning the Party Constitution,learning series speech of the Party and learning being a qualified party member” during all party members.With the proposing of the studies on the theoretical and practical issues of party building,the education of cadres has been pushed to hot topic again.The Communist Party of China has always attached great importance to cadre education.In July of 1922,the word "cadres" was first used in the Party Constitution which is made during the second National Congress of the Communist Party of China.The cadre education especially appeared in the revolutionary base of our country from the special history period.The period of Anti-Japanese war is the time of the formation of the Marx's cadre education party and also is the formation of the cadre education's party training system.After the Luochuan meeting in August 1937,the Communist Party of China decided to set up the Anti-Japanese base areas behind the enemy lines to carry out guerrilla warfare in the face of the severe international and domestic situation.In November,with the Taiyuan falling into enemy's hands,the KMT in the frontline battlefield of North China retreated.Then the guerrilla warfare which carried by the Party Central Committee had risen as the main position and been the main body of the Anti-Japanese war and the regular warfare carried by Kuomintang was instead.Under the guidance and according to the division of the CPC Central Committee,the Eight Route Army 129 united the Shanxi Sacrifice Allied Group and the Dare-to-Die Corps of Shanxi Youths,led the people of Shanxi to create the Taihang revolutionary base.Taihang base is an important strategic position of north China and it was often raided by Japanese army,which made the situation of carrying out cadre education more severe.In this paper,the Taihang base in the period of Anti-Japanese war treated as the study area.With the help of collecting large amounts of data,using the combination of history and literature analysis method,basing on the cadres situation in Taihang base during Anti-Japanese war,the author conducted a comprehensive study on the cadres education which was carried out by the Communist Party,and strived to interpret at the contents,methods and practices of cadres education.On the basis of study on cadre education,the author searches for experience and the lessons of the cadre education during the period of Anti-Japanese War and summarizes the significance of the education of cadres.Around this theme,this paper first starts from the situation of the Taihang base during the Anti-Japanese War.Then the author studies on the important geographical position and political status of the Taihang base,and combines the existing problems of the local cadres during the Anti-Japanese War,such as the number shortage,complex composition,ideological confusion and so on.Through the study on this two aspects of the cadre situation,the necessity and feasibility of the development of cadre education is proved.Secondly,this paper discusses the contents and methods of Taihang cadre education.The contents include improving theoretical knowledge,strengthen party spirit education,popularization of current policy and improve the cultural level and professional ability four aspects.The methods of study include combing the individual study with roup discussion and rectification movement.Thirdly,the author sums up the practice of cadre education in the Taihang area from three aspects: the cadre training class,the cadre school,the in-service cadre education and the external cadre education.At last,the author summarizes the experience and limitations of the cadre education in Taihang base area,and explores the significance of it.Cadre education is an important part of the Communist Party of China policy and it is related to the smooth progress of the work of the Communist Party of China and the realization of the socialist cause.During the Anti-Japanese War,in response to the call of the Central Committee of CPC in Taihang revolutionary base,with the extremely difficult environment,they used the geographical advantages richly endowed by nature,combined with local characteristics,worked out the formulation of the cadre education policy,improved the educational theory,started the cadres training classes and Party school,payed attention to the Ministry of education and the in-service dry outside cadres appointment of cadres to carry out education,accumulated rich experience,reserved a large number of outstanding cadres for the establishment of the victory of the Anti-Japanese War and the new Chinese.From the study on the theory and practice about the cadre education in the Taihang area during the anti-Japanese period,we can explore its reference and guidance for the cadre education in the new situation.
