With the increasing of the international cooperation, foreign language communication becomes more and more frequent. Language proficiency, especially oral English proficiency plays a significant role in our daily life. Many people go back to class to promote their ability of utilizing English. Those people are high-motivated, clear-targeted and full of experience. But their memory is not as well as young people, and they don't have sufficient time. The existing adult oral English teaching follows the way of traditional college teaching, without forming a particular method which satisfies the needs of those special learner.This thesis applied the systematic instructional design, informal learning theory,learning community theory and some of the second language teaching methods to the research. And it sets up an'Instruction-Learning-Facilitation'Model based on the'learning guidance and assistance for autonomous learners'model created by Shanghai Television University.The model was applied in instructional design of the mid-level oral English course in S university's training center. And according to the result of the test and questionnaire, the model can obviously improve the learner's oral English and their self-learning ability. It also gained high acceptance from the students.
