During the new century, our Party and the government paid much attention to the development of cultural industries. They issued series of special policies and measures which greatly promoted the development of cultural industry in China. Some provinces and cities have also carried out investigation and strategic planning which based on their own reality to support cultural industries in their region. With the positive impact mentioned above, china' regional cultural industries is in a flourish state. The development of cultural industries in some region effectively promote the overall development of tertiary industry. It also had a positive impact on solving the employment problem and promoting the development of both society and economic.At present, academia focused on the study of provincial and municipal levels when discussed the development of regional cultural industries. On the contrast, county level research is seldom discussed. In view of this, my paper will pay much attention to the research over county level. The paper will chose Linzi, a county level city of Shandong province, as a sample to illustrate the practical experience and theoretical reference for the development of county level city in china.The paper is based on the comparative advantage theory about cultural industries. It carried out a complete analysis over both development status and comparative advantage of Linzi cultural industries. Finally, it made some specific strategies for the development of Linzi cultural industries.This paper is divided into five parts. The main content and the logical relationship of each part can be stated as follows:The first part is introduction, in which the author generalizes the research background, defines two concepts, sorts out the present study situation of the cultural industries at home and abroad.The second part is the analysis over development status of Linzi cultural industries. In this part, by practice investigation and the help of government reports, the author gives a concise introduction about the character of Linzi cultural industries. Then he have a fully study on the nine industry of Linzi cultural industries according to the classification criteria published by the National Bureau of Statistics.The third part is the study over comparative advantage of Linzi cultural industries. Based on the comparative advantage theory about cultural industries, the author have a fully analysis about cultural industries and finally find that Linzi has four advantages in the development of cultural industries compared with other areas.The fourth part is the Strategy of Linzi cultural industries. In this part, based on Linzi's reality the author make out a strategic plan made up by five aspects, that is strategic objectives, development models, industrial deployment, space layout and security measures.The fifth part is the Conclusion.
