Research On The Government Functions In The Development Of Cultural Industries In Ethnic Areas Under The Background Of Ecological Civilization Construction

Cultural industry as emerging industry of the 21st century, is a new way to promote the pace of China’s cultural construction and development, to promote the transformation of industrial structure, promote economic growth, and spiritual civilization construction is playing an increasingly important role. As a multi-ethnic country, rich and colorful and distinctive national culture as the cultural industry development provides a rich resource of our country. National cultural industry as a new growth point of economic development in national regions, should follow the concept of sustainable development, ecological economic model choice, efforts in the industry to seek a balance between development and culture protection, in accelerating the development of national cultural industry at the same time pay attention to the effective protection of national culture.In the development of cultural industry, ethnic minority areas because of its unique geographical advantage, national cultural resources are rich and widely studied. Ethnic minority areas to develop cultural industry has its special advantages, how to accelerate the development of cultural industry in national regions is a new subject. On culture industry, especially in ethnic minority areas is still in its preliminary stage of development of cultural industry, it is important to the government’s leading role. So the government functions in the cultural industry development in national regions, clearly define the responsibilities of the government in the cultural industry development in national regions, to promote the healthy development of our national culture industry has the vital significance.At first, this paper explains the construction of ecological civilization and the relationship between the national cultural industry, and then use the new public service theory, market failure theory, ecological economy theory to analyze the functions of the government in the development of cultural industry in national regions, points out that the ethnic minority areas the problems existing in the government function in the development of cultural industry. Then to lijiang city as an example, the cultural industry development in ethnic areas in the empirical analysis on the present situation and problems of government functions, on the one hand, surely the lijiang municipal government in promoting the regional contribution and role in the development of cultural industry, on the other hand also puts forward the lijiang government still exist in the development of cultural industry functional position is not clear, insufficient supervision and protection of cultural resources, personnel is not strong. To solve above problems, the author thinks that, to speed up the development of cultural industry in national regions must change government function, strengthen the supervision and management system; As a whole the reasonable planning, strengthening the protection of cultural resources; Increase financial support, the implementation of talent promotion strategy; Relying on the tourist resources, developing ecological culture industry.
