In recent years, China’s cultural construction has achieved fruitful results, especially the vigorous cultural industry has developed and gradually become a pillar industry of national economy under the impetus of the reform of cultural system. To develop the cultural industry vigorously has a huge role on the transformation of the mode of economic growth and the adjustment of industrial structure. Ethnic minority areas to develop cultural industry is a path of development of industries based on their own reality with local advantages to promote the comprehensive development of the national economic and social culture of great significance for achieving the development of China’s regional coordination. However, affected by natural geographical environment and the level of economic development, the development of cultural industry in national regions needs vigorous government support. The positioning of the role of government in ethnic minority areas, industrial policy, government behavior, such as the transformation of administrative function will directly related to the development of cultural industry.This paper applies the public goods supply theory, externality theory and sustainable development theory into the act of government in the development of cultural industry in Lijiang of Yunnan province for the case study. First of all, the present situation of the development of the cultural industry in ethnic areas of China and the existing problems are elaborated. Development of the cultural industry in nationality area has the advantages of rich humanistic resources and the natural landscape resources. Under the background of integrative development of cultural industry and tourism, the resource superiority gives a major push to the development of cultural industry. In addition, countries with the preferential policy of cultural industry and regional development bring an unprecedented opportunity for the development of cultural industry in nationality area. But what can not be ignored, is that there are many problems such as imperfect infrastructure, concept limitations of the part of the minorities, the impeded financing channel and dislocation of the government’s role, then countries confirm the government development of cultural industry in ethnic areas must implement the three goals, social benefit, economic benefit and the sustainable development, the government should improve public cultural services, promote the adjustment of industrial structure, enhance the cultural market supervision, propel national culture protection and development and the relative functions. Second, the cultural system reform pilot city, the typical ethnic area——Lijiang as a case is analyzed, it affirms the results of development of cultural industries in Lijiang and the effective industrial policy measures taken by the local government are inseparable, but there also are deviation of the government’s role, single object of public cultural services, lack of market supervision and so on. The affirmation of the successful experience and the existing problems in Lijiang are provided a reference for the other regions. Finally, it sums up the development of cultural industry in the ethnic areas must pay attention to coordinate these four relations, social benefits and economic benefits, cultural industries and cultural undertakings, national culture protection and inheritance, culture industry and tourism, simultaneously put forward the suggestion for construction of public cultural service system, improvement the cultural market supervision and management system and the comprehensive establishment the capital and talent support system, to hope it’s helpful to the achievement for sustainable development of cultural industries in Lijiang.
