| Cultural industry, a rising industry in 21st century, has various advantages, such as profound technology, low consumption, less pollution, short period, high profit, plenty-job-offering and beneficial to other industries. What's more, it has Omni bearing and pivotal significance for implementing the scientific concept of development. The cultural industry in Changsha County has made rapid progress recent years; however, it's still on the initial stage. Because of its weak strength overall, with the industrial structure on the low side, it has to be great efforts to develop. It's very important and meaningful to focus on the cultural industry development in Changsha County, not only from its sustainable development aspect, but also from the goal to satisfy people's growing spiritual and cultural needs.In this paper, there's first a summarization on current studies of cultural industries home and abroad, along with the development trend. It elaborates the definition of culture & cultural industry. Then, the cultural industry's characteristics, the formation and development conditions, and its status & role in the industrial system are analyzed. What's more, this paper reviews the general development trend, the competitive strategy theory, the comparative advantage theory etc. on cultural industries.This article introduces the facts of Changsha County, and offers detailed analysis of the cultural industry development situation in Changsha County, by widely using statistic data and investigation discoveries. Besides, it uses the basic industry analysis tool——SWOT(Strength and Weakness interior, Opportunities and Threatens exterior) method. Changsha County has some advantages such as, a general consensus in developing cultural industries has formed, cultural resources rich, location excellent, economic development powerful, etc. However, there are some weakness such as, cultural enterprises too small, industry-level low, technological base weak, human resources shortage, etc. This paper gives analysis that the current development of cultural industry has risen to national strategy, there is a demand and a market in the development of cultural industry, and it's also very important and meaningful for the promotion of economic structural adjustment. All the above are good opportunities, however, it also faces some serious challenges such as, local development environment needs improving, competition intense in one city, financing channels poor, etc. On this basis, this article offers advice for Changsha County to establish its cultural industries suited to the scientific concept of development proposals:to establish a latest cultural management services concept, a concept to systematic cultural industry development, a high-tech-oriented cultural industry development concept, a concept of intensive development of cultural industries, intensify-the sense of hardship in speed up the cultural industry. What's more, this paper offers some advice on making supporting policies which are in conformity with the cultural industry development in Changsha County:increase financial input, improve the investment and financing mechanism, introduced policies that encourage cultural consumption, support the development of cultural intermediaries. This article also offers advice on rational distribution of the cultural industry:according the situation in Changsha County, highlight one area, creating two lines, build three parks, develop multi-point. Giving suggestions on develop industry cluster suited to the development of Changsha County, the establishment of Animation Industrial Park, Printing and Packaging Industry Park, Tea Technology Expo Park. Finally, this paper offers advice on building business patterns of the proposed value chain suitable for the development of cultural industries in Changsha County:a value chain of recreation and leisure industry, a value chain of arts and crafts industries, and a value chain of film, TV, & broadcasting industry, etc.
