18 century's end to the mid-19th century, the British colonist established a civil service system in India for the sake of reinforcing colonial rule and plundering more wealth. In 1947 India got rid of Britain's colonial rule to achieve the independence, while inherited the civil service system that British colonizers has bequeathed, the government of India reformed the existing civil service system for the nationalization of transformation, make it to the national civil service system which could promote national political modernization of Indian, services in the construction of Indian's political, economic, and cultural. This thesis tries to use the theories of politics and administrative managerial, and linked with the historical development of India since independence, further discovered the effect of the Indian civil service system to the stable development of India's politics, the modernization of political power of the government and the modernization of the system of the officials in India since independence, finally to explore the relationship between civil service system of Indian and political modernization since independence.The thesis centered on the main positive effects of the Indian civil service system exerts in the political development of India since independence, tried to reflect its status in the course of political modernization of India, revealing its relationship with Indian political modernization. The text of the thesis can be divided into three chapters. The first chapter mainly treats the problems of the Indian civil service system's effect for maintaining political stability in the country since independence by two aspects guarantees the stability of implementing national policies and undermines the abruption tendency of country's internal political influences. The second chapter mainly treats the problems of the main positive action that the Indian civil service system for promoting the modernization of government power since independence by three aspects strengthens institutionalization, rationalization and secularization of the powers of the government. The third chapter mainly treats the problems of the positive action of the Indian civil service system for modernization of official system since independence by three aspects, in favor of the scientific of official management, the democratization of official powers and the high efficiency of official team.The Indian civil service system advanced the political modernization of Indian since independence, but nothing may be perfect, and will have its undeniable defects, so is Indian civil service system. For example, at present the Indian civil service system's organization is too large to aggravate the financial burden of the country; the "Chief Executive Awareness" is stronger in the Indian civil service system; the Indian civil service system's laws are very miscellaneous and not unified, and so on, these issues need further reform to resolve them.
