The chief secretaries of Qing dynasty is the Cabinet at first and then later the Ministary Office. The basic framework of the central administration was made of Officials, Families, Ceremony, National defence , Jurisdiction, Construction and the Court of Supervision and Li Fan Yuan (the Court of Minority Affairs) . During the bureaucracy reform of the late Qing dynasty .the traditional Cabinet and the Military Office were abolished and replaced by a new Cabinet in charge, and the number of the central administrations expanded to 11 from 6. The basic characteristics of the local administrative bodies of Qing dynasty is that the amount of formal officials are very small. This makes local officials have to employ a large number of aides and Xuli. At the late Qing dynasty, all aides and Xuli were replaced by Board ,Committee ,Branch ,Room. This strengthened the government's administrative functions. Due to the low salary ,the officials are prone to embezzle public money by some names .Yongzheng ,he ordered thatall fire wastage must be collected to provinces' storehouse ,then he implemented the Silver Honesty system among local officials ,and immediately granted Beijing officials double salary .The late Qing dynasty implement the policy of higher salary system ,However , as the country's financially difficulties ,salary reform can not effectively promote. Imperial Examination system is the proper selection of officials ,and another is donation and guarantee to give added .After the Imperial Examination system's repealing ,officials were selected from graduates as a transitional form .Qing civilian appraisal was held every three years at one stroke .In order to rectify officials ,the government of Qing dynasty introduced a new check system .The new system not only shortens the evaluation cycle to annual performance-based, but also not the use of the Four-Frame standard , and added the content of examination in social management and economic development . The significance of the reform's modernization is far-reaching,but it did not save the government's doom .This left us with a profound lesson .
