In the end of Qing Dynasty, the failure of the two Opium Wars in China exposed national conditions of political corruption and the lack of talents. The Qing government, maintaining their dominance, had to seek countermeasures to resist the imperialists'aggression. In education, the Qing government accepted the idea of Westernization, learning to the Western capitalist countries actively, promoting "Western culture" and setting up many new schools. In 1904, the Qing government, basined on revised "Renyin school system", promulgated "Kuimao school System", which is the first fully implemented modern school education law of the Qing Dynasty. Set up music lesson for all levels of the school constitution system. Before all this, all the primary and secondary school raised the music teaching which revolved around "School Songs" by the demonstration effect of the Church in China which offered music lessons and the advocacy of advanced intellectuals. Setting music course in new schools need a lot of teachers:on the one hand, because this period China had yet established a sophisiticated teacher education system, they were incapable of the preparation of teachers; on the other hand, people were lack of adequate understanding of western music, early music class only employed foreigners and students returned from overseas to be music teacher, which severely restricted the popularity of music. With the development of sociaty and the need for education, people paid more and more attention at setting up music lesson at the educational institutions run by Chinese and training music teacher.There are some landmark events for the arise of our modern normal musical education:In the year of 1903, "music lesson" was opened firstly around china in " Quan Min Normal School".; 1907, "The stipulations of ZouDing Women Normal School "was consolidate the music lesson's position in all the Normal School; 1907, "Fujian Normal School" added "specialized music lesson" to school teaching, which was the first Middle-sized Normal school setting up for specialized music lesson. The way of teaching music lesson in earlier state of Normal school was imitate the western model, from subjects, books, organizations even to some teachers were all the way from Japan.. With the number increase of Normal School, the quality of the music education got much progress, changing the attitude of people to musicians, culturing a high-quality music teaching team. Not only set up a good foundation for china's national music education, but also accumulate rich experience for music education.The term of late Qing Dynasty is a key turn point and very important time for China's music education, going through a time of music from none to all. New way of Normal School music teaching changed the ancient music modern from "teaching from experience" to "teaching by modern music theory and system". Also during this period, cultured a rich high-quality teaching resources, which provided security for making music as a formal subject in school and populace in school nationally.
