Relief Rreatments In The Taiyue Base Area

Snow, earthquake, drought, locusts and other natural disasters continuing to occur in the social life and economic development cause significant impacts, especially famine in times of war, so a research into the history of disaster can still act as an important reference for and guide for us. Effects of natural disasters on humans led to famine, of which the study of the history has been conducted in a lot of books and papers, but the thematic studies on famine in the anti-Japanese base areas and the treatment are to be further enriched and developed. In this paper, the ShanxiBorder of Taiyue area in Anti-Japanese War is selected as the research scope, and drought and a locust plague are selected as the main object of study, which took place most frequently in North China, especially with the deepest impact on rural areas of socioeconomic and agricultural. The study is conducted from a historical materialist vision of Marxism to examine and review the Chinese Communist Party's treatment of the famine of in anti-Japanese base areas during the Anti-Japanese War, with a view of reality to provide reference of fighting against disasters and that is the practical significance of the topics of this article.This article is made up of the introduction and four chapters. The Introduction highlights the status of researches on famine home and abroad, the purpose of this article, significance to the scientific study, innovations in the study and expected achievements, the methods to be adopted and so on. The first chapter describes the overview of disasters in Taiyue revolutionary base areas. It includes the natural and social environment of the Taiyue revolutionary base, as well as the causes and effects of disasters; the second chapter deals with the relief structure and relief organizations in the Taiyue revolutionary base. Relief system, includes building institutions, advocacy to mobilize the cadres and masses to overcome the paralysis of the negative thoughts and pessimistic attitude, organizing top-down multilevel participation of the whole relief agencies; the third chapter is a core part of this article. The paper mainly describes military and civilian carrying out all kinds of measures which can deal with the current and long-term disaster problems under the leadership of the Government; the fourth chapter is an evaluation for famine treatment, including characteristics, the role, the historical experience and adverse effects of famine treatment. Finally, it is a brief summary of the full text. Facts have proved that the effects of relief treatments in the Taiyue base area is very significant, which minimized the loss of population, greatly improved the region's natural environment and social environment, thus allowing a more harmonious relations between human beings and nature, and class relations have obviously improved, new social habits began to take shape. More importantly, the disaster relief activities strengthened the people's the centripetal force of the Communist Party and improved the Eighth Route Army's prestige among the population. However, it can not be denied that this treatment has also brought some negative effects, for example, there were egalitarianism, sectarianism, corruption, waste and other undesirable phenomena among some of the village and village cadres during disaster relief. The phenomena provide a useful lesson for the future famine treatment.
