Research On Democratic Election In Villages At Taiyue Base During Chinese Anti-Japanese War

Chinese Communists have found practical base for their democratic ideas. Obviously, that is anti-Japanese bases building in the vast rural areas behind enemy lines. During the process of democracy construction, Communist party in China combined their democratic ideas with rural democratic constructions to give the peasants unprecedented political power in the rural grass-roots. Effective rural grass-rooted democracy provided essential conditions for the victory, and laid a foundation for the final victory over the KMT, and supplied valuable historical experience for the political construction in villages nowadays.This paper chapter 1 introduces the historical background of the village democratic elections at Taiyue base during the war of anti-Japanese, includes the overview Taiyue base anti-Japanese War period, construction of village politics before and after the war,reasons for the village democratic elections in the Taiyue base; chapter 2 introduces overview of village democratic elections in the Taiyue base, includes mobilization and implementation in Taiyue base, two representatives in Taiyue base, achievements and problems in Taiyue base, features of the village democratic elections in Taiyue base; chapter 3 introduces the historical role of and the enlightenment of village elections in Taiyue base.Based on the systematical analysis on the village elections in the Taiyue base, this passage provides us the full understanding and subtle context of the village elections in this base. Its constructing and governing experience offered the rudiment for the proper using of our united front lines to deal with the relations between our party and the government and strengthen the regime's leadership of our party. And this also left valuable fortune to the construction of political democracy in new times. The establishment and implementation of village elections in the Taiyue base promoted a strong impetus to drive the development of the work in this base and play a significant role in gaining the victory of the war. Meanwhile it also accumulated valuable experience for the construction of Chinese regime.Thirty years after the opening policy, attaching great importance to the construction of democracy, our party and the government has taken many effective measures to promote the improvement of democracy and the legal system. Political restructuring progressed steadily. At Seventeenth Mission of the People our party took these aspects as its aims. They are perfecting the democratic system, enriching the forms of democracy, expanding democratic channels, carrying out democratic elections, decision, management and supervision, and safeguarding the people's right to information, participation, and presentation. In recent years, some new problems which can not be ignored existed in rural areas, resulting in negative effects. Therefore, a difficult task is put forward:how to properly solve these problems. Taking the scientific development concept as the guiding ideology, we should emancipate our mind, seek truth from facts, keep pace with the times,propel the construction of the political democracy and election system with extraordinary courage and wisdom. Whatever we have done is to make our society more equitable and more harmonious, and to make our people's lives happier and more dignified.
