In the 21st century, faced with the change in the standard of poverty, InnerMongolia bears a difficult task to solve the problem of food and clothing,to eliminate the absolute poverty and to reduce the relative poverty. On the onehand, the market is playing a more and more important role in allocatingresources. Therefore, the investment circumstances, the profit rate of the funds,and the level of realization of the maximized profits are a prerequisite to thefloat and allocation of the resources and the factors of production. Forpoverty-stricken areas and families, however, the infrastructure and ecologicalcircumstances are poor; the quality of the labor is low; the market system is notperfect; the effective demand is deficient. All these and other factors lead tothe little possibility of a large-scale increase in the investment in the poor areasor in the projects, which assist the poor effectively As a result of the singleproduction, the problem of selling all the products a hardly be solved in a shortperiod. Consequently, to rise the earning of the poor families remains adifficult problem. On the other hand, the great western exploitation and thesubsequent regional exploitation will change the productive and livingconditions in the poor areas fundamentally and thus pour new energy into thedevelopment of these areas.
