CTE Guangzhou Design and Consulting Corp. (hereinafter referred to as CTE Guangzhou) is a typical intellectual enterprise. During the development, brain drain is always a problem which caused a big loss of cost directly and bad effect indirectly. It is therefore the main objectives of CTE Guangzhou personnel resources management to keep a stable group of talented staff and increase the performance thereof. This paper analyses the cost of brain drain using Flamholtz Model for Personnel Resources Cost and the reasons of such condition, both the external and internal factors, by means of the extended Mobley Model and staffs job satisfaction survey. According to the characteristics of intellectual employees, this paper following the related theories as motivation, job satisfaction, organization change and person-based management. etc., proposes some countermeasures for management improvement and talent group stabilization.
