The competition in today's society is essentially the competition of talents.As an important force to promoting economic and social development,innovative and entrepreneurial talents should be provided better environment of introduced,encouraged and cultivated,which is an essential and important part of public policy.Located in southern Jiangsu province,Zhenjiang City is on both Shanghai-Nanjing high-speed railway line and Beijing-Shanghai highspeed railway line,which are the busiest lines in China.However,as a medium-sized city,it is surrounded by large cities,which constitute siphonic effect to Zhenjiang City.Siphonic effect will cause mediumsized cities which closer to center cities to be affected more.For example,talent,capital and other essential resources will flow to the central cities more easily.This paper studies innovation and entrepreneurial talent environment and policies in Zhenjiang City which is a medium-sized city close to center cities under the background of siphonic effect.This paper analyzes the push factors and pull factors of innovation and entrepreneurship talent flow in Zhenjiang City with push-pull theory.The push factors mainly come from inner insufficient development environment of innovative and entrepreneurial talents in Zhenjiang City.In this paper,logistic regression model is used to conduct statistical investigation and analysis on the development satisfaction of innovation and entrepreneurship talents in Zhenjiang City.It comes to main influencing factors in four aspects,including education level,medical level,team factor and talent policy scope and intensity.These negative factors are the driving factors of brain drain.The pull factors mainly come from center cities near by Zhenjiang because of siphonic effect.From statistical investigation and analysis of the reasons for the willingness to flow of innovative and entrepreneurial talents in Zhenjiang City,this paper comes to a better economic and social development level,higher salaries and welfare benefits,more and more development platforms and greater room for personal development.At the same time,convenient high-speed brings more new job opportunities and the possibility of "twins life".These positive factors are pull factors of brain drain.Based on above factors explored and the contrast of talent environment and talent policies between brain drain and brain gain cities,there are some suggestions.First,medium-sized cities need correct positioning and dislocation development.Actively adjusting the industrial layout and optimizing the industrial structure can develop advantageous industries and improve industrial agglomeration.Second,accelerating the cultivation of innovation-oriented enterprises and platforms and improving the mechanism of industry-university-research cooperation helps to provide more platforms for innovative and entrepreneurial talents.Third,strengthen cooperation between schools and regions can increase the proportion of college graduates staying in this city strengthen the reserve of basic talents.Fourth,enrich the talent policy level.Strengthen the talent training and incentive to change the status quo of "emphasis on introduction,light on training & incentive" which is useful to achieve a virtuous cycle of talent growth process.Fifth,raise the level of public services such as education and medical care.Provide transportation,tourism,fitness and other health and leisure services for talents,so that talents can display their talents and create value with ease.Sixth,emancipate the thought of talent work,strengthen the market-oriented operation and improve the view of talent new thought such as Not All but Use.Seventh,strengthen the affection and care for talents,adhere to the principle of "emotional retention",which can enhance the sense of belonging of talents and build a good ecology of "emotional retention".
