Study On Growth Mechanism And Sustainable-Development Evaluation Of Small Cities And Towns Of Urban Fringe

With the high-speed development of economy, the borderline between city and the rural area tends to become more and more blur, which accelerate the process of suburbanization and urbanization. Small cities and towns in urban fringe are located in the most active region under the interaction of city and countryside. The construction of these small cities and towns not only play a conductive rule in socio-economic development of adjacent rural area, but also auxiliarilly propel the socio-economic development of metropolis. Speed up the construction of small cities and towns in urban fringe meets the need of keeping on transferring surplus labor force of rural area, as well as the needs of breaking down dual economic structure and realizing economic integration of urban and rural area. Therefore, the system research of growth mechanism and sustainable development strategy problem of small cities and towns has all-important realistic significance. Only grasp the essence of the development of these small cities and towns, and reveal internal factors and external factors which impulse the growth of them can guides of sustainable development are given.This paper firstly summarizes the present research progress and the essential features of small cities and towns of urban fringe. Then on the basis of the summary, the types of these small cities and towns of urban fringe have been divided. Secondly, the growth mechanism, which promotes the development of these small cities and towns, has been analyzed. The author pointed out that the development of small cities and towns of urban fringe in different region should suit measures to local conditions, and the respective different predominance should be exerted to seek for new economic growth-point for their further development. Thirdly, this paper analyses the various factors, which affect the sustainable development of small cities and towns of urban fringe from the viewpoint of sustainable development. According to this, the author puts73forward a set of indexes system to evaluate sustainable development level of small cities and towns of urban fringe. In the end, this paper takes QiXia district of Nanjing as an example to analyze the growth mechanism of individual small cities and towns of QiXia district and make comprehensive sustainable evaluation of QiXia-Town.This paper aims at revealing developmental general rule of small cities and towns of urban fringe and giving them guides that lead to further sustainable development , through the study on growth mechanism and comprehensive sustainable evaluation of these small cities and towns. it is in the hope of not only offering autochthonous government to make decision, but also setting an example for the construction of small cities and towns of different regions all over the country.
