Cities arose in a certain period of human society as the product of social division of labor and development of commodity economy. But urbanization didn't make much headway in the self-sufficient mode of production until the first Industrial Revolution. At present, Europe, North America and many countries in the world have achieved urbanization in succession whereas China lags behind seriously due to history, economy, systems and ideology of people etc.The key to solve the problem of low urbanization and alleviate the shortage of cities thoroughly is to transfer the rural population. According to the urbanization practices around the world and Chinese reality, the author believes that we should choose rural urbanization as a main way to improve the lever of urbanization in China.Rural urbanization is a comprehensive and systematic course of social transformations, which involves not only the process of population urbanization, but that of size and space concentration from the countryside to the city and town as well as the change of life style. To be concrete, it refers to the meaning in four subjects: Population, Economics, Geography and Society. In this course, a large population of rural surplus labor change their status to city residents; they're engaged in non-agricultural jobs who free themselves from the land; they begin to enjoy the urban civilization and modern life as a result of changes in their environments; their ideology and educational quality are improved.On the base of a wealth of full and accurate data, thedissertation makes an exhaustive study of relations in terms of above conceptions. Several models of Development Economics are quoted and some new ideas are put forwarded. For example, the article discusses that "rural urbanization" is a systematic definition and expounds that quasi-transfer of rural surplus labor is not suited to native conditions in a long term; how to get rural industries out of difficulties to make them play a greater role in pushing rural urbanization ahead; the construction of cities and towns should take a characteristic and sustainable way. Meanwhile, it points out the importance of peasant quality to urbanization.At the last part of the dissertation, some views about development strategies and policies concerning rural urbanization in China are raised. Furthermore, how to accelerate the development of rural urbanization of Anhui province in the beginning of 21st century is elucidated as well.
