Analysis Of China's Urbanization And Rural Surplus Labor

From the world development general tendency, the proportional imbalance of social structure is often the core reason of economical and social crisis or impotence of a society of handling these crises. Currently, the people who take agriculture as unique or major occupation account for 44% of the total population in China. This unreasonable social structure directly or indirectly cause a serial of economical and social problems: slow-down of rural population income ,consistent weakness of domestic demand, economical growth slow-down ;politically, social instability , social polarization, democracy reform incompetence. Unreasonable social structure stands in the way of economical and social system reform. While China has entered the WTO, the national development future is getting unpredictable. The unreasonable social structure directly takes the forms of low level of urbanization, considerable sedition of rural labor in agriculture field, untimely transfer-out of the huge rural labor surplus which is caused by the long time restriction of rural labor transfer-out. So it is at the top of our task list to speed up the urbanization and the transfer-out of rural labor surplus. It should be given priority even than the care of weak group and has the in-depth significance.The economics which aims at social efficiency is surly not blind to this meaningful historical topic. This paper is trying to find the way of accelerating the transfer-out of rural labor surplus and urbanization, analysis and interpretation in theory , the possible guidance and assistance in practice.This paper goes in this way: firstly define the basic key words appearing in this paper, then analysis of China's urbanization and transfer-out of rural labor surplus which follows the track of retrospection of history, status quo,restrictions, finally the factors which we have to consider to choose the urbanization direction, the fact that urbanization is the feasible solution of transfer-out of rural labor surplus and how to speed up the urbanization to transfer out the rural labor surplus.This paper consists of three parts: First part is the basic key definitions. Second part is the historical orbit and status quo of Chinese urbanization and transfer-out of rural labor surplus and the relative analysis. Third part isurbanization-the solution of transfer-out of rural labor surplus and thesignificance of urbanization. In the first part, the rural labor surplus , city, urbanization are clearly defined. In the second part, we look back the development of Chinese urbanization and transfer-out of rural labor surplus, on this basis, we point out the status quo of low urbanization and big amount of rural labor surplus, then we analyze in five angles the reasons of the status quo. In third part, we mainly analyze the solution of acceleration of urbanization and transfer-out of rural labor surplus.In this paper, we probe in the following way:1 , How to understand the city and urbanization which are hot issues but ambiguous in definition. I think that city has many characters. City is the integration of these characters. Regarding the urbanization, I think it is a historical progress featuring of the concentration of population ,efficiency , mutual interaction between city and rural area. Urbanization takes the form of promotion in number, in size and in structure.2, The dynamics of urbanization and transfer-out of rural labor surplus. I think urbanization is driven by the demand of efficiency . The move of population and fund bring the rise of efficiency which is called scale economy effect.
