It has passed 100 years since the appearance of social maintenance system. Nowaday, all of the country in the world have paid more attention to it, and got great achievement, but also faced a lot of problem to resolve. As being a experimental city, Dalian also face the issue of promotting social maintenance system. We need to scan different kinds of system that performed in other country, analyze their advance and difficiency, in order to provide theory of establishment of social maintenance system in our country.Combined with my major knowledge, this paper study the connotation and content of maintenance system, analyze the factor that restricted it development, point out the theory about fair and officiency, comparatively analyze the reformatory practice in other country, discuss the utilization of basis theory and practical experience in china, It also point out the specific content of social maintenance system that will be built in Dalian, furthermore, it hope to provide beneficial advice for its establishment.
