The Social Transformation And The Remoulding Of Governmental Integration Mechanism In Contemporary China

AbstractThe necessary premise of existence and development of all organizations are certain abilities to integrate. Integration depends on certain institution., system and orgnizational structure, but basically speaking, it depends on whether it can mould effective mechanism benifit to integration. However , without certain socialpolitical~ economic and cultrural condition , the mechanism can not function.Before reform and opening-up in China, arrengment of high all-powerful system in all fields of politics~ economy and social management had laid a stable macro-system basis for govermental integration, and extremely high political power and administrative personality only served the leader had provided very helpful social and psychological basis for governmental integration. All the above had given the integration mechanism, which took political mobilization administrative instructions appointments and removals of personnel matters and ideological and political work as major measures, powerful integrated abilities and extraordinary political efficiences.Since reform and opening-up thorough and profound changes have taken place in social basis before reform which decides the function of mechanism of governmental integration, with the emergence and spread of social transformation orientating towards separation of nation from soc;iety and politics from economy. The arrangement of all-powerful system is obviously loose, and there are adrupt changes in the pattern of social interests. The personality of administrative principal part is more and more independant, the lack of political power becomes more serious and the authority of traditional government declines notably. The integrated mechanism of old government is out of work and the integrated abilities of the government debases laregly. Regionalism emerges fast and gets more and more shrewd and decentralism, unctronl of administrater and corruption of justice have almost been common problems. The crisis of political self-identity and critical self-identity have come out. It has been an important and urgent task to remould mechanism of governmental integration effectively.Under socialist market economy the remnoulding of the mechanism of governmental integration should and must orientate to vigor and high efficience and complete transition of integration from style of ruling of man~ compelling and closing to style of ruling of law~ guiding and opening, and follow and fulfil the basic law and demand of governmental integration consciously. The foundmental way to attain this goal depends on following objectives. First, we should further proceed the separation of the Party from governmental functions and improve style of leadership. Second, we should perfect and standardize democracy and legal system and carry forward process of democracy and legal rule. Third, we should deepen reform personnel system and tighten orientation of administrative value. Fourth, we should seize opportunity of institutional restructuring innovate internal system of government.
