Research On The Technical Innovation System And Operation Mechanism Construction Of Anhui Province

The thesis analyzes the existing state of the technology innovation work of Anhui province, sums up the achievement achieved and points out the problems existed in the technical innovation work of Anhui province and meanwhile analyzes the cause of the problems on the basis of expounding the connotation, basic features, mode and guiding mechanism of the technical innovation.In accordance with the existing state of the very weak economic and technical strength of the enterprises in Anhui province, the article sets forth that full attention must be given to the features of the economic development of Anhui province and takes the technology introduction, digestion and assimilation and innovation as the basic strategy for the construction of the technical innovation system of Anhui province for the coming 5- 10 years . At present, the enterprises in our province should abandon the ?Center type innovation mode?that depends on the sci-tech strength of themselves, lay stress on the important role of strategic R&D alliance in the technical innovation. Since the Sci-tech strength of Anhui province mainly concentrates on the institutions of higher learning and scientific research institutions and the technical strength of the enterprises is weaker, therefore, the enterprises should be good at drawing support from the institutions of higher learning and the scientific research institutions and regard the combination of enterprise, institutions of higher learning and research institutes as the main means for the technical innovation of the enterprises. Moreover, the thesis considers that the promotion of the organic integration of the technical innovation with the system and management innovation is the basic guarantee for the improvement of the technical innovation achievement and efficiency.The article also expounds in detail the matters such as fostering a ranks of professional entrepreneur with the creative spirit by taking the people as the base; increasing the numbers of the sci-tech personnel in the enterprises and bringing up innovative sd-tech people of talents; setting up and perfecting the technology research and development system; building an omnibearing investment and financing system and investing more funds for the technical innovation; optimizing the social environment for the technical innovation by fully making us of the laws, economic and administrative means etc and creating an intensive technology innovation culture of the enterprises etc.
