Water is one of components in life-system and non-life-system within biological cycle as well as an important basic resource for economic and social development Human civilization is closely relative to water, fee initial of which is derived from river basins. Water resources are not only the majority and agent of production, but also the fundamental components of good environment for human inhabiting. With population growing, economical development and social progress, the three water issues we are now meeting, which are flooding, drought and water shortage, and water pollution, are more and more serious, and which we have been perceiving. In the long run, the development of society and economy and improvement of environment are all closely relative to utilization of water resources. In the Outline of the 10th Five-Year Plan for National Economic and Social Development (2001-2005) , fee central government points out "Sustainable utilization of water resources is a strategic problem for our national development of social economy". Research on fee relationship between water resources and sustainable development in fee Huaihe River Basin is fee demand for analyzing fee changes of water resources, for ensuring sustainable development of economy, society and environment in fee future and for studying and applying theories of sustainable development in the Basin. It is very important for promoting harmonious development of society, economy and environment Based on analysis of water resources and prediction of future demand for water resources, this article discussed and explained the relationship between water resources and sustainable development in trie Huaihe River Basin through research on sustainable strategies in society, economy and environment Then, the concrete policies are proposed after demonstrative researches on the sustainable strategies and sustainable systems of water resources utilization with use of model and simulative technology. Finally, the author analyzed the mechanism and the issues and strategic assume of water resources irmagementm the Basin carefully based on the sustainable strategies. And then how to strengthen Basin management is rationally proposed What the article focuses on are discussed as below.A In view of sustainable development in the Basin, the relationship between water resources and sustainable development of river basin was discussed Based on analysis of the situation of Huaihe River Basin and supply and demand of water resources, and research on the factors that affected sustainable development of river basin, the basic concept ofliarmonious development is proposedB. The methods of Basin Sustainable Development System and dynamic system analysis were used with the basin statistics information, which took water resources as regime factors. And then the article evaluated and quantitatively analyzed the sustainable development in fee Huaihe River Basin that will provide basis tor decision-making of sustainable development in basin.C. According to the simulative results, the evaluation and policy-analysis on situation and the future tendency of sustainable development in the Huaihe River Basin, and the research on the strategies of harmonious development were discussed in the article. It will provide scientific and quantitative policy basis for ensuring comprehensive utilization and management of water resources in the future.D. In view of sustainable development, the article analyzed and studied the basin problems of water resources we are meeting with in the Huaihe River Basin, and provided a new model of the basin water resources management for sustainable development and strengthening basin management in the future.
