On Accelerating The Development Of Western China In View Of Impartiality

As a supreme concept describing the appropriate interrelationship of all the social members, "impartiality" has always been focused on and studied in many fields of social science. In modern history, the influence of the research on the relation between "impartiality and efficiency" and problems of this kind was significant in the strategic decision of politics and economy in many countries.Due to many different factors, there has always been a unbalanced state in the economical and social development in eastern and western parts of China, however, with growth of economy and development of society since the policy of reform and opening to the world at the end of 1970s, the gap has still been being enlarged partly as a result of the strategy of "steps-development". To take the interest "the two great situations " into account, to realize the strategy of "being rich in common" by Deng Xiaoping, at the end of last century, the Party and the government put forward the strategy of "accelerating the development of the west".This thesis historically aims at a systematic study on characteristics and laws of the social and economical development in the western and eastern regions, in the modern history especially since the founding of new China, also at an analysis of this strategy in view of Chinese and western theories of impartiality on a basis of economical ethics. It ends with the demonstration of the important significance of "accelerating the development of the west" both in practice and theory.
