This paper is based on the research experience of the key project of the Ministry of Communications- Intelligent Freight Agent System. Through the process of the research, I find there are some problems in the current operation of the Freight Agent (FA) Industry. Some are conspicuous: lack of managerial systemization, scientific decision-making and base, reasonable analysis of the future container market. According to the specialty of the business, the emphasis is put on the three aspects: the analysis of contending for dealership, forecast of the future shipping market of containers and expert consultation.Contending for dealership is the main competition content of the Freight Agent Enterprises, and at the same time is the important component of the personnel work. The process of decision-making is complex, and that adds to the difficulty of the staffs work. Through discussions with the FA experts, I present the application of NN(Neural Network) in the process of contending for dealership, that is, to establish B-P three-layer Network so to simulate the expert's reasoning, and give the suggestions similar to the experts'.In consideration of the transport market's changes, the research also provides a forecast of the shipping capacity on several main lines of the world. That will help the freight Agent personnel have a more explicit understanding of the shipping market. Through the comparison of several methods, it is prove that the Seasonal Exponential Smoothing Adjustment is a better method, and it has a high accuracy rating.The expert consultation can help the personnel to understand the special regulation of different lines and ports, together with some professional knowledge. The function can assist the staff to master their business and accumulate operation experience.The research and design are grounded on the usage some advance technologies, like NN, and method of forecast, etc. The object of the research is to improve the decision-making and analysis ability of the personnel, so to make the Freight Agent have the competitive edge.What deserve noting is that the application of NN to Freight Agent operation is a firstattempt in this area, and I think this research can be of great help of my future research and practice.
