Recently studying state sovereignty theoretically and practically in the trend of globalization is a point at issue. The thesis introduces the theoretical and realistic changes nnd evolution of state sovereignty. It emphatically analyses the transformation of "moving surroundings" of state sovereignty and influences which brings about upon state sovereignly. Owing to the theoretical evolution on character, position and function of state sovereignty, the thesis puts forward the basic principles which should be abided by in re - constructing state sovereignty concept.The first part reviews the history of the formation of state sovereignty and introduces the theoretical revolution of the classic state sovereignty concept.The second part touches upon the establishment of state sovereignty principle and states three theoretical reflection and doubt on state sovereignty in western states.The third part discusses the transformation of "moving surroundings of state sovereignty and the influence upon state sovereignty. This part deals with the causes why the new state sovereignty concept should be re - constructed and puts forward five "inter - Combination' principles. Finally, the part states totally the theoretical summarization of state sovereignty concept.Construction of the new state sovereignty concept in the new century which complies with the requirements of the contemporary international society is beneficial to defending the state sovereignty principce, as well as advantageous to promoting the peace, development, and progress of international society.
