The theory of state sovereignty originated in Europe, was enriched and developed in the process of European modernization. As a sort of law phenomenon, especially a historical phenomenon, sovereignty developed on the basis of human practice.From the first concept germination to the maturity of the sovereignty theory, it developed in discussion and become perfect in practice. After WWII, the world economy developed rapidly, and technology improved quickly. There were closer cooperation among nations and the world economy became globalized. The economic globalization brought to the economy growth new chances and at the same time some difficulties, among which the state sovereignty. With the development of globalization, it's impossible for a single country to solve all the problems. The need to establish steady international system yielded the rapid development of international organizations, which began to play an important part in the world development. The precondition of the international organizations is the sovereignty alienation. Without the alienation of powers, it would not work properly. With the contradiction between the needs of reality and the traditional absolute sovereignty theory, the plight of sovereignty goes with the process of globalization. How should we face the problems of sovereignty at modern times? What changes have happened to the sovereignty theory? How shall we face such changes? These are the questions that we must consider.Beginning from the 1950s, the global integration is said to be the most successful regional organization from the difficult exploration at the very beginning to today's top in the world. They met with much resistance in the process of national association, mainly due to the sovereignty. It is necessary for each member country to alienate to the European Union if they want to achieve political, economic and military integration. European Union organization institution played an important part in the process of European integration and its power eventually came from the alienation of its member countries. There was a conflict between the traditional idea of absolute sovereignty and the needs of reality and European Union developed through solving such problems. The success of European Union is magnificent in history. State sovereignty restricts the development of integration, and integration paves the way for the sovereignty theory. Owing to the permanence of state sovereignty and the fact that it was fixed by international treaty, the authority exercised by European Union in its jurisdiction is stable, just as the sovereignty exercised by a country. The European Union member countries manifested willingness, equality and mutual benefits, progressive, institutional and legalized characteristics. It's essential to the development of European integration.From the alienation of economic sovereignty to the alienation of political and legal sovereign, Europe leads the practice of world sovereignty alienation. To a great extent, European integration is the trial field of the international politics, economics and law and has a great effect on the development of international relations and law. Their exploration is worth admiring and their successful experience is worth studying. Every small step is likely to mean a big step of the world. The study of the sovereignty alienation in the process of European integration is helpful for us to solve the present sovereignty dilemma, understand the changes in the sovereignty theory, and maintain the construction of state sovereignty and modernization.
