Study On The Problems In Agricultural Development In China And Countermeasures After The WTO Entry

This paper is focused on the problems that exist in agricultural development and the corresponding countermeasures after China's entry into WTO .In combination with China's entry into WTO.the essay gives a profound analysis of the impact of WTO's agricultural agreement on China's agricultural development.In this way we try to find out the countermeasures for agricultural development and offer valuable advice for the formulating of China's agricultural policy and the grass-root management in rural areas.Starting from the status and feature of agriculture.this article summarizes and compares the common features of agricultural development and relevant policies in various countries through selective and comparative study on them.Their experience can be drawn on to promote our agricultural development and relevant policies.On this basis the problems that exist in our agriculture are pointed out and their root causes are analyzed.Finally several countermeasures are presented in accordance with the impact of WTO's agricultural treaty on our agricultural development.It has been indicated by researches that certain problems exist in agricultural developmant as follows:l.The grave situation in ecologrical enviroment makes infrastructure facilities for agriculture inefficient;2.Unreasonable agricultural structure hinders the peasants from getting rise in pay despite higher yield;3.The low quality of rural laborers gives rise to a low-grade scientific level in agriculture; 4.The rural economy has always been run at a high cost by micro-scale management^.The peasants are lack of socialized service system due to the loose organization in countrysides.The factors that caused these problems are that: 1 .The separation economic structure between the countryside and the town is the root cause;2.The money that the government invest in agriculture are inadequate;3.The investment structure of agriculture is unreasonable;4.The pattern of financial investment is inefficient.Corresponding measures are suggested as follows:1 .Agricultural structure should be adjusted in accordance with the principle of comparative advantage;2.Active financial policy ought to be adopted to support the development of rural areas;3.Large-scale management would be conducted by creating certain conditions;4.Agribusiness should be promoted and the system of circulation and service needs perfecting.
