According to the theory and methods of Systems Engineering, this paper studied the questions of Decision Support about the Regional Ecological Environment Construction Plan based on the Nanning Overseas Chinese Investment Zone Ecological Environment Construction Plan with GIS as its important supporting technique, DSS as its realization method, and Sustained Development as its ultimate object. A Regional Ecological Environment Construction Plan Decision Support System (REECPDSS) was designed and we engaged a useful exploration about its synthetic application in the research field of Regional Ecological Environment Construction Plan. The design and realization problems such as DBS, MBS, KBS, ABS, GBS were described in detail.In designing, the advanced techniques of GIS and DSS were combined and feedback mechanism was introduced into the REECPDSS; A powerful Graph Base System was involved and made it easier for decision makers to analyze and express the spatial information; The Model Group technique was emphasized in this paper and a systematical optimum Model Group was established by synthetically integrating the quantitative and qualitative models, traditional and modern mathematical models. Approach Base System and Knowledge Base System were important part of REECPDSS. Based on these and applied computer technique, a technological system桼EECPDSS was built which was easy to be manipulated and was of highly standardization. The REECPDSS was applied to Nanning Overseas Chinese Investment Zone Ecological Environment Construction Plan and has been proved to be advanced and feasible.
