Research On The Current Construction Of Chinese Ecological Civilization System

The achievements of China's economic development are obvious since the reform and opening up. However,people's production and living is more and more serious for the ecological environment. Like scarcity of natural resources and ecological environment deteriorates gradually. Faced with the ecological crisis, the 18th National Congress of CPC report has made to protect the ecological environment that must rely on the system clearly. The Party of the third Plenary Session of the 18th Central Committee of CPC proposed to improve the institutional mechanisms of the beautiful China. For the construction of ecological civilization must be vigorously reformed. In order to have a good ecological environment and living environment, we must improve the construction of ecological civilization system.In the first, this paper introduces some concepts and the system of the institution of ecological civilization. And there are many important meanings of the system of ecological civilization. The construction of ecological civilization system in our country is inexorable trends with the development of the times, and it is the need to improve the governance of our country, but also it is an important guarantee for the construction of beautifiul China. Then, this paper analyses the present situation of the construction of ecological civilization in China. At present, the achievements of the construction of the ecological civilization system in our country include important strategic deployment , legal system construction and administration accountability system. Moreover, it is necessary to analyze defects and problems of our present ecological system to make ecological civilization construction to adapt to the situation of China.Now there are still many difficulties in front of us: law enforcement idea behind and property right of ecological resources are not clear, lack of supervision mechanism and so on. The reasons on these problems are the government and the market are flawed, and public participation is not enough. According to analyzing the current situation of the construction of the ecological civilization system in our country, we explore the countermeasures and suggestions for the construction of ecological civilization system in line with China's national conditions,such as :based on the source prevention, process supervision , consequences of severe punishment and so on. Only then could we build a perfect institution of ecological progress , and make sure the construction of ecological civilization could be implemented smoothly.
