The development of TIO does great influence of and determines the market structure of tourism industry. The study of TIO can enhance the efficiency of resource allocation of inner industry by strengthens effective competition tourism market. Therefore, the study of the development of TIO will do great help to tourism industry in china.Exclude the foreword, this article has five main chapters.In the first chapter, a panoramic analysis of the present situation of tourism industry is performed, under SCP method, a classic analytical structure of industrial organization theory, as to discover the strength and weakness of the Chinese TIO. Followed are the results of the analysis. 1) The tourism market is not mature; IO barriers exist. 2) Most of the tourism enterprises have the characteristics, such as small scale, few cooperation, low competitiveness and fade future. To aggrandize the scale of TIO is the effective way to strengthen the industry competitiveness. 3) The tourism market is messed by imperfect and malicious competitions. 4) TIOs develop slowly, as a result of that perfect competition is restricted by industry policies. 5) technical advance promotes the reform of TIO, and will rise the operational efficient of it.The second part addressed that knowledge economy and global economy integration are the tide of economic development. TIO must reform the way of operation to adapt to the request of these two trends, in the future, Chinese TIO shall get several characteristics as follow: 1) having knowledge-technical view of operation. 2) actively promoting the industry-college-research combination. 3) remarkable core competency and more elastic organization boundary.In the third chapter, a two angles expounding, based by theoretical and practical methods, around the optimization of TIO, has presented. According to a series of economic analysis, scale economy, specialization and network economy are the key factors of improving the market competency of TIO.According to the current situation of Chinese TIO, the fourth chapter presents a strategic suggestion. Under the background of neo-technical conditions, to buildup a new style industrial organization, which can adapt the ownership and operation scheme of marketing economy, represented by dynamic alliance, is the optimized direction of the TIO development. And a conception of DABIS is put forward as a resolution.Finally, the importance of government's role, in TIO development, has been considered. The development of TIO needs the guide and support of a series of policies and institutions.
