A Retrospection And Introspection Of The Distribution-According-to-Work In Socialistic Society

Distribution-according-to-work is the main factor of social economical system. The scientific theory-distribution-according-to-work was put forward by Marx. There should be a theoretic premise if regards this theory as a fundamental in individual expendable distribution in socialistic society, which is also a generaleconomic condition at advanced socialistic-society: a uniform public ownership of means of production was set up domestically, and a stringent planned economy wasrealized in a country etc. A introspection and retrospection of the theory------distribution -according-to-work makes us clear that the aim of which is not only to acquire the value of labor force own, but to recompense a laborer with surplus work or surplus product. The term '"work" in Distribution According to work stands for the effective working time. The core of this distribution principle is that when exchange the work quantity must be equivalent. Marx's distribution theory is a principled guide line with no fixed form or model.The distribution according to work worked in several ways in China under planned economy system: salary system in town and city', and work-points system in countryside. Both systems are characterized by their highly-centered planned distribution as well as obvious equalitarian tendency. It supported the public ownership and planned economy, it come into being in our country because 1) dogmatic understanding of Marx's theory; 2) referential "Russia Model"; 3) thestrategic drive of accelerant economy development at low level; 4) influence of Chinese traditional culture. A scientific analysis of the distribution according to work under the planned economy system makes it clear that this distribution way was not in accordance with Marx's theoretical principle, which is a distortion of this theory.Marx's distribution-according-to-work theory is developing together with time. "Work", under socialistic market economy, includes productive work and non-productive work, distribution-according-to-work has its new meanings in market economy, i.e., enterprise becomes the main body of distribution: commodity currency play the role of distribution medium; distribution object is to "realize value"; working efficiency indicates distribution yardstick; and the coverage of it enlarged very much. It can apply to all the society in market economy. That is to say, it can apply not only to public ownership, but also to mixed ownership as well as private ownership. The connotation of private ownership is different from which in capitalism. The distribution way is surely varied. Distribution-according-to-work is used in productive section and non-productive section. It is a principle on the view of the whole society and is a distribution way in microcosmos. Distribution-according-to-work is associated to distribution according to productive element, they are intersectant, mutual dependence and penetrative. The realization of distribution-according-to-work must lean to distribution according to productive elements, the distribution-according-to-work principle in public economy willpartly affect the distribution process in private economy. The content of unifying distribution-according-to-work and distribution according to productive element is that the system of distribution-according-to-work and the system of distribution according to productive elements are coexisting; the distribution-according-to-work way is bond with the distribution-according-to-productive-element way. While in practical application, distribution-according-to-work should be in a dominative position. What viewpoint should we hold at initial stage of socialistic society, which needs to promote work force; protect the incomes of distribution-according-to-works; insist the principle of efficiency prior to justice; expedite the construction of labor market, is to consolidate it and make it more perfect, to apply it according to truth and fact.
