Shipping green barrier is one of the protective measures employed by some developed nations to maintain their monopoly position in the international shipping market. Using shipping safety on the sea and anti pollution as pretext, the realization of this policy is to limit and exclude the developing nations' fleets with inferior standards and low cost from the international shipping market through international maritime legislation whose purpose is to improve the technological and management standard of the shipping industry. The origination and development of this shipping green barrier has posed important and far-reaching impact on international shipping industry and the legislation of maritime laws, especially produced a powerful blow on the shipping industry of developing nations including China. In order to disclose the real purpose of the developed nations to dominate the international shipping market, this paper is going to analyze the trend of the developed nations processing of legislation on safety on the sea and environmental protection with the point of view of competition in the shipping industry market. This paper first expatiate on the meaning, essence and characteristics of shipping green barrier, then describe the process of origination and development, the paper focus on the content and effects of the policy, then the writer raise some solutions for the Chinese government and the shipping companies in china to deal with the situation now. The author of the paper hopes that after the shipping green barrier is much elucidated in theory, enough attention can be raised upon this question and further measures are taken to deal with the policy so as to accelerate the development of the shipping industry in china to push her to be a advanced shipping nation in the world.
