Study On The Connection Of The Agricultural Industrialization Management And The Small Towns's Construction

The agricultural industrialization management and the small towns' construction are the two general plans for developing rural economy at the present time. They are also the important approaches to settle the agricultural, rural and fanners' problems effectively. Being another innovation on the mode of rural management and the form of industry organization after the household output-linked contract responsibility system, the agricultural industrialization management is propitious to prolong the agricultural industry chain; promote the qualifilization of agricultural product, the elaboratilization of agricultural processing and the regionalization of agricultural layout; give full play to the regional resource advantage; cultivate and develop the distinctive industry. It goes hand in hand with the small towns' construction. The small towns play principal part in the urbanization of villages. Their strengthening can not only cultivate the radiating center of rural economy, promote the surrounding rural economy; but also recruit a large amount of surplus of rural labor force, reduce the agricultural population and enhance the whole agricultural benefits. But in the course of practice, the agricultural industrialization management and the small towns' construction are promoted respectively through different channels. They don't come to a proper combination. So based on the combination, the author of this thesis sets forth the mutual promotion between the industrialization management and the small towns' construction. And takes the practical condition of Chongqing City as an example, present some countermeasures and suggestions on the combination. The contents of this thesis can be summarized as follows:The first part, given as an introduction, presents the problems and their backgrounds this article is studying. The frame and contents, thinking and methods, purpose and significance are also introduced in this part.The second part is a theoretical part. The author discussed the relation between the agricultural structural adjustment and the industrialization management, between transferring the surplus of rural labor force and constructing small towns, between the regional theory and the concentrating development of the "head", between the coordinating theory and the concept of sustainable development of the regional economy.The third part analyses the necessity of the combination. With this analysis, the authorreveals the good mutual promotion relation in the course of the combination. The "head" is an important form in the combination. It can be either an agricultural terminal market or a leading enterprise, or an intermediary organization.The forth part is a research about the current condition and problems of the combination in Chongqing.The fifth part provides two countermeasures for the combination in Chongqing City on the basis of explanation and analysis: First, counting on the market mechanism. The market mechanism can promote the self-development of the leading enterprises, attract the village and township enterprises to engage in agriculture, cultivate the intermediary organization, quicken the construction of the agricultural terminal market and perfect the small towns' market system. Second, giving full play to the government. The government should change the departmentalization management to integration management, broaden the management limit of the small town' government, perform the government's functions well, such as overall planning, policy guiding, service supplying and so on, create an outer environment that can promote the combination of the agricultural industrialization management and the small towns' construction.
