During the tenth five-year period, we face the change which could make our country be a powerful industrial country from a big industrial one, and the constraint of the capital, the resource, and the environment make us pay more attention to the intensive technology innovation than the expanding and the extensive form. So the adjustment of our industrial structure is extremely urgent. As a unit of the economic district, HeBei province also has the mission of adjusting the structure of industry. Looking back on the developing course the policy of economic structure of the past years, summarizing the experience and the lesson could set a good example for formulating the new policy of industry.Based on the general developing law of the industrial structure, this article looks back on the developing history of HeBei province 's industrial structure policy. Because of being short of the estimate system of industrial policy, we had no a clear conclusion to the effect of the industrial policy. The qualitative illustration may cause some different conclusions because of the different analysis, and the quantitative illustration may meet with some unreasonable quantitative or immeasurable problem. We try to use the method of the gray relation analysis to evaluate the policy of industrial economic structure of HeBei province of the past years on the respective of the quantity.On base of the gray relation analysis, we first evaluate the implementation effect of HeBei province's economic structure policy, and then look into the policy orientation of industrial structure optimization, last put forward the important question of industrial structure policy of HeBei province.
