| This paper analyzes the distribution actuality, the common distributive measures and existing problems in scientific research institution. According to basic inspiration theory and principles of human resources management, it brings forward the model of inspiration mechanism for scientific research institutions and government offices run in transformed system and probes into its inspiration measures.
