| The reform of the institutional affairs management system is an important part of the government system reform.The reform of the traditional decentralized government office affairs management system is an inevitable requirement of the development of socialized mass production and the market economic system,and is always accompanied by the process of economic system reform,administrative system reform and institutional reform in China.The contradiction between the current government offices management system and the development of economic society and productive forces is particularly prominent in Guangdong,where the economy is more developed in China.The backward government offices management mode seriously hindered the improvement of the government’s own management level.The reform of government offices affairs has very important practical significance.Under the opportunity of comprehensively deepening the reform of public institutions in Guangdong Province in April 2021,with the support and guidance of the Guangdong Provincial Party Committee and Provincial Government,the Government Offices Administration of Guangdong Provincial Party Committee and the Government Offices Administration of Guangdong Provincial Government were merged to form the Guangdong Provincial Government Offices Administration as a public institution directly under the People’s Government of Guangdong Province.This reform laid a foundation for further development of Guangdong‘s government offices affairs based on the unified and centralized management system.This paper clarifies the connotation of the agency affairs management system,which means that in order to ensure the normal operation of the agency,the management and allocation of the required resources lies in the establishment of the management agency,the distribution of functions and powers,and the coordination between agencies.This paper,based on the development of government offices administration system in China,compares the government offices administration system at home with abroad,in Guangdong province with in other provinces,adopts the method of interviews,takes the Guangdong Provincial Government Offices Administration as an example,links the actual work of Guangdong Province’s agency affairs,and studies the problems of government offices administration system in Guangdong Province.The problems in the management system include the construction of functions and the centralized and unified management.Among them,in terms of function construction,it is mainly reflected in incomplete institutional reform,weak ability to perform duties,unclear function positioning,and scattered management functions.In terms of centralized and unified management,it is mainly reflected in the incomplete centralized and unified management,insufficient support and guarantee,and low degree of socialization of services.This paper analyzes the reasons of those problems,and aims to put forward some suggestions for the reform of government offices administration system in Guangdong Province.These measures include strengthening top-level design,improving functional construction,optimizing operation guarantee,paying attention to legal construction,starting standardization construction,and accelerating information construction. |
