As the reform of science and technology mechanism goes deep, a lot of scientific research institutes in our country have conducted "the transformation to enterprise" since later 1999. The mechanism transformation of scientific research institutes is the inevitable trend, which arises from the market-oriented self-development demands of scientific research institutes as well as the enhanced guiding function of market demand to research and development. As scientific research institutes transform from the government-sponsored institution in the planned economy system to the modern enterprises that run completely in compliance with market economy criteria, the thought, concept and modes of conduct will all have the fundamental changes. The future competition is the contest of enterprise core competitiveness. To survive and develop in the furious market competition, the transformed scientific research institutes must build up the operation system adaptive to market demand as soon as possible and put great effort to enhance the core competitiveness. How to establish and improve the core competitiveness is a key issue that these transformed institutes have to deal with.This paper presents the issues of multiple aspects in the transformation and the competition pressure after the transformation faced by the transforming scientific research institutes, based on the analysis of current status, internal/external environment of these transforming institute in our country. Then, this paper exploits the core competence theory to analyze the influential factors of the core competitiveness of the transforming scientific research institutes, and points out that: to remain invincible in the competition, the transforming institutes must take innovation as the development policy, insist on combining technical innovation and mechanism innovation, gradually build up the system of autonomous management, self development and self discipline, and bring up and improve the corecompetitiveness. In the meanwhile, it shall also be given considerable attention to establish advanced enterprise culture and high-quality employees when implementing innovation strategy. Finally, the paper adopts the Zhuzhou Electrical Locomotive Institute as a case study to describe the course of implementing innovation strategy by this institute, to bravely conduct the innovation of both mechanism and technology, as well as foster and increase the core competitiveness of the enterprise.
