Joining in the world trade system consciously is part of Chinese national stratagem, and its marketing reform. The tendency of globalization will change our world's relationship structure. To maintain its benefit effectively, and to conform its inner reform to external open, China must establish and fulfill its state stratagem.The world economic growth structure of "Center-periphery" which has obvious hierarchy is the cause why developing countries are subjected to unfair treatment during the process of globalization. Developed countries with unparalleled international division and trade barrier to undertake the increasing outer costs ransack the periphery nations. So the process of trade liberalization, which was led by developed countries, would not lead to free trade for the burden, which the structure could undertake, is limited and few developing countries can enter the center like the pattern which the east Asia nations employed. Only the trade arrangement achieving in the new world economic framework could induce wildly growth and long-lasting prosperity. In order to achieving this goal, developing countries must propel close cooperation and enhance the abilities of self-development.In comparing Chinese with western histories, this paper also analyses the evolving process of the relationship between openness and fundamental, and elaborates the source of production style and inner systems which made China more and more self-constrained and lag, while Europe became more and more often and powerful. At the end of this article, it draw a conclusion whether China could be powerful or not depends on whether a set of opening system, which has competition advantages, can be set forth.The content of this book is arranged as follows: chapter one expounds how the open reacted inland economic structure and institutional movement.The next chapter analyses The "Center-periphery" structure and the cause of the world economic imbalance formation. In chapter three, author wants to explain the substance of globalization the feasibility of developing countries economic pullulation. Chapter four discusses the dynamic relativity between the Open stratagem and inner reform. At last, it draws a conclusion.
