"The People's Republic of China Civil Servants Act"(below abbreviate as Civil Servants Act) is officially executed on 1/1/2006. Through comprehensive related regulations, it completed the encouragement mechanism of civil servants. Through comparing differences in the encouragement mechanism of Civil Servants Act and"Temporary Act of The National Public Officers Law", further revealed the innovation of encouragement mechanism of Civil Servants Act, also give out constructive advice for the execution and implementation of the innovation of encouragement mechanism of Civil Servants Act.First part: Briefly introduces the concept, structure and function of the encouragement mechanism of Chinese civil servants. Point out the importance of the encouragement mechanism in Chinese civil servants system.Second part: Separately introduces the development phase of the encouragement mechanism of Chinese civil servants, and then analyzes the existing problems in the encouragement mechanism of"Temporary Act of The National Public Officers Law": position classification is not scientific enough; material encouragement is not abundant enough; appointment and removal,promotion and demotion are not reasonable enough; the examining regulation is not complete enough; negative encouragement operation is not standardized enough.Third part:Through comparing the differences in the encouragement mechanism of Civil Servants Act and"Temporary Act of The National Public Officers Law", it revealed the innovation of encouragement mechanism of Civil Servants Act from six different aspects. 1. The innovation of the position classification. According to the characteristic and the need of management of civil servants, classify the positions of civil servants as general management, technology professional and administrative regulation executors, also according to different positions, make up duty index of civil servants. 2. The innovation of the salary, compensation and insurance. The civil servants will implement nationally unified official positions and salary systems that's in conformity with the different levels of the positions.
